Those have different properties
Ace had flare flare fruit which creats fire and akainu’s make lava.
Snow and ice are also different and ice is stronger than snow.
Ceaser had gas fruit he coud acess all the gases and smoker could only use smoke.
Kilo kilo and ton ton fruit are somewhat similar and little different as well, as I have mentioned in another comment.
